TIMELINE The Baker City Herald, Baker City, Baker Co., OR, December 13, 2006 Bruce Rogers Bruce Wesley Rogers, 95, a longtime Baker County resident, died Dec. 8, 2006, at St. Elizabeth Health Services in Baker City. At his request, there will be no funeral. Bruce was born on Jan. 16, 1911, on Pleasant Valley Road in Baker to William T. Rogers and Mattie Jane Myers Rogers. He was the third of four children. Bruce was raised and educated in Baker County. In 1937, Bruce married Elsie Dalton, the daughter of Grant and Alice Dalton of North Powder. She died just 12 years later. In 1960, he married Florence Rose, who died in a motor vehicle accident on Pine Creek, just a few years later in 1963. During his life, he farmed at his home in North Powder. He retired from the Baker County Road Department in 1973. Bruce enjoyed working outside, growing flowers and keeping his yard neat. He was a longtime member of the Odd Fellow Lodge, No. 25. His favorite hobby was the sweepstakes. Survivors include several nieces, nephews and cousins. CALDWELL - After having bitten three people Tuesday and resisting attempts made by Caldwell police to catch him alive, officers killed an imported Scotch collie belonging to Mrs. Harrison of the Caldwell Dry Goods store, and its head was sent to the state bacteriological laboratory for examination for rabies. Those bitten are Odell Royce, a mail carrier in the west part of the city, Johnnie Gains, son of L. F. Gains, and Ralph Sovereign, son of Fire Chief O. H. Sovereign. It is reported that Mr. Royce was seriously injured. Breaking loose from his fetters which tied him to Mrs. Harrison's home, the dog which was valued highly by its owners, proceeded to attack the three people named. 19-507-11 The Oregonian, Portland, Multnomah Co., OR, December 31, 1981 Obituaries Ralph Sovereign Funeral for Ralph Orval Sovereign, a retired truck salesman for the Roberts Motor Co., will be at 2:00 p. m. Thursday at the Finley-Sunset Hills chapel. Private interment will be in Sunset Hills Memorial Park. Mr. Sovereign, who was 70, had lived in Portland 20 years. He died Thursday, Dec. 24, at El Centro, Calif. He and his wife, Edna, had moved from Portland about two months ago to make their home in Mesa, Ariz. He was a native of Glen Ullin, N. D., a member of the Hermiston Elks Lodge, and was well known in the Northwest trucking industry. Surviving besides his wife are two sons, Jack of El Centro and Allen of Northfield, Minn.; two daughters, Sherry Sanders of Sherwood and Shirley Hinton of Elma, Wash.; 13 grandchildren; and four great-grandchildren. She was 76. A funeral will be at 1 p.m. Thursday in Finley's Sunset Hills Mortuary. Private burial will be in Sunset Memorial Gardens. She was born Aug. 30, 1913, in Baker. Her maiden name was Rogers. She moved to the Portland area in 1963. Mrs. Sovereign had worked for the Showboat Restaurant in Beaverton for about 10 years before she moved to Arizona in 1981. She is survived by her daughter, Sherry Myers of Milwaukie; son, Jack of El Centro, Calif.; stepdaughter, Shirley Hinton of Washington state; stepson, Alan Sovereign of Minneapolis; brother, Bruce Rogers of Baker City; 14 grandchildren; and 10 great-grandchildren. Messecar OREL H. SOVEREIGN With administration interests in Caldwell, Orel H. Sovereign is closely connected, having been made chief of the fire department in May, 1917, and also serving as building inspector of the city. He was born at Marysville, Missouri, April 28, 1884, and is a son of Walter and Minerva J. (Haggard) Sovereign. The father was born in Iowa and is now conducting a confectionery story at Beulah, North Dakota. His ancestry can be traced back through three generations in America. The mother is a native of Indiana and she, too, survives, Mr. and Mrs. Sovereign being well known residents of Beulah, North Dakota. Their son, Orel H. Sovereign, was but three years of age when the family home was established at Central, Nance county, Nebraska, where he attended the common schools. At that time the section of the state in which they lived was a frontier region, much of the land being still unclaimed and uncultivated, while conditions of frontier life existed on every hand. He continued his education to the age of sixteen years and then left school, after which he followed farming for about two years. He later joined Company C of the United States Infantry and was located at Port Leavenworth Kansas. After two years had passed he was made corporal and at the end of the third year he was serving as sergeant, although he had not been officially promoted to that rank. On the completion of his term of enlistment he resumed the occupation of farming but in the meantime pursued a course in electricity, and when he again left the farm he entered the employ of the Union Pacific Railroad as a fireman, remaining in that connection for a brief period. He then went to North Dakota and took up a homestead, on which he lived for five years, after which he sold his farm and turned his attention to the auto livery business at Glen Ullin, North Dakota, continuing there for a year. Mr. Sovereign arrived in Caldwell in 1912 and here obtained employment as engineer in the fire department. In May, 1917, he was advanced to the position of chief of the department and during his incumbency in the office but one serious fire has occurred. He is also serving as building inspector of the city and has exerted every endeavor to prevent fires. In the case of new buildings he is continually on the job, offering suggestions and in every way doing all within his knowledge to eliminate the possibility of fires. He also inspects all debris and promotes all necessary measures to prevent the occurrence of fires. If on private property, the owners or renters are warned about being careless. His method has proven almost one hundred per cent efficient. When Mr. Sovereign first became connected with the department, it was a volunteer system and was proving both very unsatisfactory and very costly to the city. During his administration a paid call system was organized and the hand apparatus which was then in use has been supplanted by a motor engine, which is a triple combination machine, and other up-to-date fire-fighting apparatus. There are ten men in the department. A modern siren has just been installed which cannot be confounded with the school bell. In 1906 Mr. Sovereign was married to Miss Helen Maud Abbey, a daughter of Charles Abbey, of North Dakota, and they have an interesting little son, Ralph. Mr. Sovereign has always been a resident of the western country and the spirit of western enterprise and progress, which has been the dominant factor in the upbuilding of the great section on this side of the Mississippi, has ever found exemplification in his life. He regards his present duties most seriously, recognizing how much depend upon his care and efficiency, and his labors have been most satisfactory to the city at large.
